Home storage or personal assignment of pool vehicle shall be permitted only upon individual case-by-case determinations in which the cost savings to the Government is substantiated, or in which the health, safety or welfare of the general public are essentially affected, or in which the Commissioner or his designee, the Deputy Commissioner, deems it to be in the best interest of the Government. Home storage or personal assignment of pool vehicles is prohibited unless approved in writing by the Commissioner or his designee, the Deputy Commissioner, who shall promulgate regulations concerning such storage and assignment pursuant to Title 3, chapter 35 of this Code, detailing the criteria which merit home storage or personal assignment of pool vehicles. Notwithstanding, Title 3, section 913, Virgin Islands Code, such regulations shall be approved by the Governor and the Legislature's Committee on Finance prior to their being filed and published in accordance with such provision of law.
