If any moneys from the Employment Service Administration Fund are found by the United States Secretary of Labor, because of any action of contingency, to have been lost or to have been expended for purposes other than or in amounts in excess of those determined by the Secretary to be necessary for the proper and efficient administration of the Virgin Islands Employment Service, such moneys shall be replaced by moneys appropriated for such purposes from the general funds of the Virgin Islands to the Employment Service Administration Fund for expenditure as provided in section 154 of this title. Upon receipt of notice of such findings by the Secretary of Labor, the Director of the Virgin Islands Employment Security Agency shall promptly report the amount required for such replacement to the Governor and the Governor shall, at the earliest opportunity, submit to the Legislature a request for the appropriation of such amount.
