  • (a) The Commissioner of Health shall by regulations approved by the Governor, not inconsistent with any law, provide for the eradication or control of dangerous or harmful pests, including rats, insects and vermin.

  • (b) The regulations authorized in subsection (a) of this section shall include, but are not limited to, provisions for the rat-proofing of buildings, for the chemical treatment, elimination or destruction of rat-infested or rat-breeding places, for the disposal or handling of refuse, garbage, feed or food or other materials favoring the harboring or breeding of rats.

  • (c) The regulations authorized in subsection (a) of this section shall include, but are not limited to, provisions for the treatment with appropriate chemicals of any premises for the elimination or control of pests, insect pests or vermin whenever necessary or advisable for the protection of public health or the prevention of disease. The regulations shall provide for the protection of privacy and safety of the occupants of premises being treated as authorized by such regulations.

  • (d) The regulations authorized under this section may provide for reasonable fees and charges to be paid by owners of premises on which work is done by the Commissioner of Health or where services are rendered pursuant to regulations promulgated under this section. Provision may be made for waiver of such fees and charges upon determination that the owner or tenant is unable to pay.
