If at any time title to, or possession of any project is held by any public body or governmental agency authorized by law to engage in the undertaking or carrying out or operation of such projects (including any agency or instrumentality of the United States) the provisions of this subchapter, and of any agreements thereunder, shall inure to the benefit of, and may be enforced by such public body or agency.
