(a) The Commissioner shall, not less than ten days in advance, give notice to each person to be affected by the hearing, of the time and place thereof and specifying the matters to be considered at the hearing.
(b) If under subsection (a) of this section notice of a hearing would be required to be given to more than 100 persons, in lieu of the notice provided for in such section and for the purposes of section 101 of this title only, the Commissioner may give notice of the hearing by publishing the notice in the newspapers at least once each week during the three weeks immediately preceding the week in which the hearing is to be held.
(c) Any such published notice shall state the time and place of the hearing and shall specify the matters to be considered thereat.
