The Government of the United States Virgin Islands, for the purposes of this chapter, may formulate for the Virgin Islands as a whole, and for each community and locality in the Virgin Islands, workable programs for utilizing appropriate public and private resources (including those specified in chapter 61 of Title 19) to eliminate, and prevent the development or spread of, slums and urban blight, to encourage needed urban rehabilitation, to provide for the redevelopment of slum and blighted areas, or to undertake such of the aforesaid activities or other feasible governmental or community activities as may be suitably employed to achieve the objectives of such workable programs. Such workable programs may include, without limitation, provision for: the prevention of the spread of blight into areas of the community which are free from blight through diligent enforcement of housing, zoning and occupancy controls and standards; the rehabilitation or conservation of slum and blighted areas or portions thereof by replanning, removing congestion, providing parks, playgrounds and other public improvements, by encouraging voluntary rehabilitation and by compelling the repair and rehabilitation of slum and blighted areas or portions thereof; and the provision of safe, decent and sanitary housing, by private or public effort, or a combination of both.
