Every blind person shall have the right to be accompanied by a dog guide, when said dog guide is equipped with a rigid “U”-shaped harness, in any of the places, accommodations, or conveyances listed in section 152 of this chapter, without being required to pay an extra charge for the dog guide; provided, that the dog guide is properly harnessed so that the blind person can maintain control of it; provided, further, that any blind person so accompanied shall be liable for any damage done to the premises or facilities by such dog guide.
