(a)
(1) The Department of Health, in conjunction with the Department of Licensing and Consumer Affairs, shall conduct seminars to educate business proprietors, employers and employees about the health and economic effects of smoking, tobacco use and exposure to secondhand smoke. Successful completion of a seminar, as demonstrated by a passing score on a test administered by the Department of Health, may be imposed as a condition of the restoration of any business license suspended or revoked for violation of this section.
(2) The Department of Licensing and Consumer Affairs shall provide all businesses applying for the issuance or renewal of a business license with literature describing the effects of smoking, tobacco use and exposure to secondhand smoke and on the requirements of The Virgin Islands Smoke-free Act.
