(a) A license under this chapter shall be valid only for one place of business. A business may be moved to another location only with the permission of the Commissioner of the Department of Licensing and Consumer Affairs. Temporary permits to license holders to be granted by the Commissioner of the Department of Licensing and Consumer Affairs for periods of not more than twenty-four hours shall be required for the sale of alcoholic beverages in places other than that covered by the license.
(b) No license shall be assigned or transferred to, or used by, anyone except the party to whom it is issued.
