There is established in the Treasury of the United States Virgin Islands a special fund to be known as the SBDA Managerial and Technical Assistance Fund (hereinafter referred to as the “Fund”). Said Fund shall be maintained for the purpose of deposit therein of funds received from the Federal Small Business Administration to provide managerial and technical assistance to small business concerns in the United States Virgin Islands, and for disbursement therefrom of said funds for said purposes. Deposits to and disbursements from said Fund shall be made by the Commissioner of Finance upon the authorization of the Board of Directors of the Economic Development Bank.
