There is hereby created a Virgin Islands Bureau of Narcotics and Dangerous Drugs Control Board that consists of seven members. The Board includes three ex officio members, the V.I. Attorney General, the Commissioner of the V.I. Department of Health and the Commissioner of the V.I. Police Department, whose terms are coterminous with those of the persons by whom they are appointed, and four appointed members. Of the four appointed members, two must be residents of the St. Croix District and two must be members of the St. Thomas/St. John District. The Governor shall appoint an initial Board within 30 days after the enactment of this chapter. Thereafter, appointments must be made by May 1, of each year. These members must be appointed by the Governor and confirmed by the Legislature of the Virgin Islands and may be removed only for cause. The term of office of the four appointed members is to be five years; however, the initial appointments to the Board are for the following terms as designated by the Governor: one member for a term of one year; one member for a term of two years; one member for a term of three years; one member for a term of four years. A member may serve more than one term on the Board. Each member shall continue to serve so long as the member is qualified until a successor has been appointed and confirmed by the Senate. Vacancies occurring during a term shall be filled for the unexpired portion of the term by the same procedure used to make the regular appointments.
