  • The following words and phrases, when used in this chapter, shall have the meanings respectively ascribed to them in this section, unless the context otherwise requires:
    • (1) “Board” means the Virgin Islands Arts and Craft Factory Development Board.

    • (2) “Craft” means training or an occupation requiring special skills, including the manual arts and the ability to produce handmade items for sale, as well as the object produced as the result of such skill.

    • (3) “Factory” means a structure where craft is produced by talented persons, and displayed on open tour and sold to the public.

    • (4) “Open tour” means the display of arts and crafts for visitors' observation in the Craft Factory.

    • (5) “Qualified applicant” means a Virgin Islands resident:

      • (A) who has resided in the territory for two years immediately preceding the date of his application;

      • (B) who is unemployed, talented, skilled in the manual arts, and can reasonably be expected to perform craft work; and

      • (C) who meets the other eligibility criteria that may be established by the Board.
