The Commissioner shall establish and enforce reasonable rules and regulations governing the custody, use and preservation of the documents, records, papers, files, and communications concerning public assistance, child welfare service and other welfare services of the Department. The use of such documents, records, papers, files, and communications by any other Government agency or department to which they may be furnished shall be limited exclusively to the purpose for which they are furnished.
It shall be unlawful, except for purposes directly connected with the administration of public assistance and welfare services and in accordance with the rules and regulations of the Commissioner, for any person to solicit, disclose, or receive, make use of, or authorize, knowingly permit, participate in, or acquiesce in the use of any list of or name of, or information concerning persons applying for or receiving assistance or services, directly or indirectly derived from the documents, records, papers, files, or communications of the Department or any other agency or department.
This section shall not be construed to limit the power of the Legislature to obtain information and records as provided in section 2 of Title 2.
