  • (a) The expense of conveying all public patients to a mental hospital shall be borne by the government of the Virgin Islands and shall be paid upon sworn account of the officer or person performing such service, showing in detail the actual expense incurred in the transportation.

  • (b) In case any public patient is possessed of property sufficient for his support, or if any person legally liable for his support possesses property, the government of the Virgin Islands shall be entitled to reimbursement for such transportation out of the estate of such person or the property of the person legally liable for his support, which may be recovered in a civil action in the District Court of the Virgin Islands.

  • (c) The expense of conveying to their homes public patients discharged from the mental hospital, and the necessary clothing furnished to them at the time of their discharge, shall be paid by the government of the Virgin Islands.
