  • (a) Actions under this chapter shall be commenced and prosecuted by the United States attorney in the District Court of the Virgin Islands. He shall commence such an action whenever he has reason to believe that a cause of action exists and can be proven.

  • (b) When an action under this chapter is commenced upon the relation of a private person having an interest in the question, such person shall be deemed a coplaintiff for all purposes of the action and as to the effect of any judgment which may be given therein.

  • (c) In every case of private interest only, the relator shall give satisfactory security to the government of the Virgin Islands to indemnify it against the costs and expenses which may be incurred in the action.

  • (d) Except as otherwise provided in this chapter, the procedure in actions hereunder shall be the same as that applicable to civil actions generally.
