The government of the Virgin Islands, in cases provided for in section 1142 of this title, shall in no instance recover more than the actual cost of the support of any mentally ill person. The certificate of the Commissioner of Health as to the amount due shall be sufficient evidence to authorize the court to render judgment, provided, that this amount shall be based upon the daily subsistence of all patients in the hospital.
