(a) If information in writing and under oath is given to the judge of the district court or any judge of the Superior Court that any person in the informant's judicial division is mentally ill and that the welfare of himself or of others requires that he be placed in restraint, any such judge, being satisfied in the premises, shall forthwith issue his warrant for the apprehension of such person.
(b) A notice received by the judge of the district court pursuant to section 1114 of this title shall be considered by the judge as grounds sufficient forthwith to issue his warrant for the commencement of the judicial proceedings provided in this chapter.
