  • (a) There is established the ceremonial Key to the Territory known as “The Official Key to the Virgin Islands.” The key to the Virgin Islands must be engraved with a replica of the Official Seal of the Virgin Islands, as described in section 108. The Governor is responsible for having the ceremonial keys prepared and maintained in sufficient supply.

  • (b) The Governor of the Virgin Islands shall maintain custody of the Official key to the Virgin Islands. Recipients of the Official Key to the Virgin Islands may be designated by the Governor or by the adoption of a resolution by the Legislature.

  • (c) The Official Key to the Virgin Islands may be presented to:

    • (1) persons who have performed significant civic service;

    • (2) persons who have made outstanding achievements in or contributions to their fields of endeavor;

    • (3) esteemed or distinguished guests of or visitors to the Territory;

    • (4) other persons whom the Governor or the Legislature considers deserving of the honor.
