§ 466. Requisitions
(a) Upon requisition of an officer having authority to expend money for the payment of expenses chargeable to the State, with the approval of the Governor, the Commissioner of Finance and Management is authorized to issue his or her warrant on the Treasurer for funds necessary for such expenses. Such advances shall not be made until such officer files with the State Treasurer a good and sufficient bond, approved by the Governor and Commissioner of Finance and Management, to indemnify the State against all loss or shortage of sums so advanced. The expense of such bond shall be paid by the State.
(b) The State Treasurer may advance funds for travel when the travel has been approved by the Governor or the Governor's delegated representatives. The amounts to be advanced and the requirements for settlement will be determined by rules and regulations established by the State Treasurer.
(c) The State Treasurer may enter into contracts with banks and other financial institutions in order to establish a credit card reimbursement program for State officials and employees, and may guarantee payment of charges incurred under this program. No person shall charge personal items to a credit card account guaranteed by the State of Vermont under such a program. (Amended 1959, No. 328 (Adj. Sess.), § 8(c); 1979, No. 205 (Adj.
