The commissioner of public safety may adopt rules and regulations under chapter 25 of Title 3 to implement the provisions of this division and to govern the storage, transportation and the manner of use of explosives as defined in 13 V.S.A. § 1603. (Added 1971, No. 107 § 10, eff. May 22, 1971.)
