The Secretary of Human Services shall, pursuant to 3 V.S.A. chapter 25, adopt rules providing for a fee schedule for reimbursement under Title XIX of the Social Security Act and 33 V.S.A. chapter 19, relating to medical assistance that recognizes reasonable cost differences between services provided by physicians and those provided by physician assistants under this chapter.
