The Superintendent of Streets, under the direction of the City Council, shall have the superintendence of all roads, streets, side-walks, sewers, and electric wires, conduits, and appliances used for lighting purposes and owned by the City, in said City, and the construction and repair of the same, and shall have the general supervision of the entire water works belonging to the City of Newport, and shall keep the same in repair.
