Nothing in chapters 1-3 of this title shall be construed to alter, abridge or abrogate any provision of §§5-1-113 and49-2-503 or any other law, practice, custom or tradition with respect to contractual, cooperative, unilateral or other devices for simplifying or expediting municipal or county government.
