The commissioner shall develop a plan for the provision of safe drinking water under emergency circumstances.
When, in the judgment of the commissioner, emergency circumstances exist in the state with respect to a need for safe drinking water, the commissioner may take such actions as the commissioner may deem necessary in order to provide such water where it otherwise would not be available.
