The salaries of all employees shall be fixed by the department of human resources upon the advice of the commissioner.
All employees and members of the board shall be reimbursed for necessary expenses in the discharge of their official duties.
All reimbursement for travel expenses shall be in accordance with the comprehensive travel regulations as promulgated by the department of finance and administration and approved by the attorney general and reporter.
The expenses provided for in this section shall be incorporated as part of the budget of the department.
