Funds appropriated to implement this chapter are subject to the approval of the governor and the commissioner of finance and administration.
Such approval shall be given only after review by the office of the governor of the annual work program developed by the regional council to assure that such program is in accordance with the development plans of the state.
These funds or portions thereof shall be paid only upon certification by the appropriate official of the regional council that matching local funds are available.
