The board shall establish the time, date and place for its regular meetings. The chair or a majority of the voting members of the board, by petition, may call special meetings of the board.
A majority of the entire voting membership of the board and not simply a majority of those members present is necessary to conduct business.
The members of the board, executive committee or advisory committee, if an advisory committee is appointed, shall serve without compensation, but they may be allowed necessary traveling and other expenses while engaged in the business of the authority in such amount as the board approved in the annual budget for the authority.
The board shall adopt comprehensive travel regulations applicable to all officers and employees of the authority. The minimum regulations shall be the same as those comprehensive travel regulations established by the state. Nothing in this subdivision (d)(1) shall prohibit the authority from adopting a more stringent policy. However, the authority may establish a mileage allowance for travel up to, but not in excess of, the business standard mileage rate established by the Internal Revenue Code.
The authority may adopt comprehensive travel regulations in lieu of the state's comprehensive travel regulations as described in subdivision (d)(1). Such regulations shall determine how expenses will be reimbursed and what expenses are reimbursable. A copy of such travel regulations shall be open for public inspection and kept on file by the authority.
