  1. Each permit application shall include a mining and reclamation plan that contains the information that the board, by rules promulgated under § 59-8-103(b)(1), requires as necessary to demonstrate that reclamation required by this part can be accomplished.
  2. The mining and reclamation plan may be changed with the commissioner's approval, at any time upon application of the permittee, to take account of changes in conditions or to correct any previous oversight. The commissioner may also order a change in the mining or reclamation plan for the same reasons.
  3. Any information required by this section that is not on file pursuant to this chapter shall be held in confidence by the commissioner and not available for public inspection under title 10, chapter 7.
