This part shall not be construed to diminish or impair the rights of a person under any collective bargaining agreement or as repealing any law now in force making it illegal for public employees or officials, elected or appointed, to violate certain statutes and providing a punishment for the violation.
Proceedings under this part shall not be a bar to proceedings under any criminal, removal or ouster statute now in force or that may be in force.
