A local board of education, by the adoption of a resolution, may refuse to accept federal funding for any education program without a penalty being assessed by any state agency or state official, unless refusal of such funding would cause a loss of federal funding for all participating LEAs in the program.
A local board of education shall notify the department that the local board intends to refuse to accept federal funding before the local board acts to refuse the funding.
