The general assembly finds that success in early childhood requires each child to have:
A healthy start through access to adequate prenatal and well-child care;
A well-functioning family that is prepared to assume the responsibilities of parenthood and childbearing;
Early learning experiences that promote child development and foster love of learning; and
Schools that are prepared to educate and nurture every child and ready to offer appropriate support to children and their families.
Therefore, to ensure the success of every child, the general assembly finds that the state of Tennessee and its communities must jointly build a comprehensive system of services to support families and to promote the healthy development of young children.
