The commission shall issue rules and regulations which shall include such procedures as may be necessary to carry out the purposes of this chapter. Such rules and regulations shall provide, but not be limited to:
Procedures for the adoption of any record to be created by any department, board, commission or agency;
Standards and procedures for the reproduction of records for security or for disposal of original records;
Procedures for compiling and submitting to the division lists and schedules or records proposed for disposition; and
Procedures for the physical destruction or other disposition of records.
All rules and regulations must be approved by a majority of the voting members of the commission. The commissioner of general services as the administrative officer and secretary of the commission shall sign all rules and regulations on behalf of the commission.
The rules and regulations shall be issued and promulgated in accordance with title 4. The commission need not formally meet to act under this section, but may adopt any rule, regulation, procedure or disposal with the written approval of all voting members.
