The owners of a majority of the acreage included in the district shall be necessary to constitute a quorum for the purpose of holding such election or any election thereafter and in case the owners of a majority of the acreage included in such district are not present in person or duly represented at the time and place stated in the notice calling such meeting then no election shall be held and notice of such failure shall be given in writing by any person interested to the State Director of the Department of Administration which shall, as soon as practicable, appoint three competent persons who own land in such district as such supervisors for the term of one, two and three years, respectively, and to hold their office until their successors are elected or appointed and qualified.
