(a) To the extent not otherwise designated in this chapter, the governor may designate a department as having responsibility for the implementation of a specific duty required by this chapter. The governor shall report that designation to the general assembly no later than the following year, and each house of the general assembly shall have thirty (30) days within which to disapprove any of the designated delegations and to substitute by passage of new legislation different delegations.

(b) To the extent that existing health-related functions within departments or divisions need to be removed to another department for the purposes of more efficient administration, or to the extent that new divisions need to be established to meet the purposes of this chapter, the governor shall make the determinations and shall include the determinations within his or her report to the general assembly.
