Every license issued under this chapter shall remain in force and effect until it shall have been surrendered, revoked, or suspended in accordance with the provisions of this chapter. The director, or the director's designee, shall have authority on his or her own initiative to reinstate suspended licenses or to issue new licenses to a licensee whose licenses have been revoked if no fact or condition then exists that clearly would have warranted the director, or the director's designee, in refusing originally to issue the license under this chapter. A license reinstatement fee equal to one half (½) of the annual license fee shall be paid to the director to and for the use of the state.
