(2) If a vehicle is permanently withdrawn from a fleet that is proportionally registered under ORS 826.009 or 826.011 because it has been destroyed, sold or otherwise completely removed from the service of the registrant, the department shall provide credit for the unused portion of the fees paid according to terms of interstate agreements or in a manner defined by rule.
