(2) For purposes of this section, the inflation factor shall be a number determined by dividing the Consumer Price Index for All Urban Consumers, West Region (All Items), as published by the Bureau of Labor Statistics of the United States Department of Labor, as of June 30 immediately preceding the calendar year in which the adjustment shall take effect, by the Portland Consumer Price Index for All Urban Consumers for All Items, using the 1982-1984 base of 100, as of December 31, 1993.
