(2) The State Fire Marshal may apply for funds as available to train, equip and maintain an appropriate response capability at the state and local level.

(3) The State Fire Marshal shall issue certificates to local agency personnel who have completed the training.

(4) To the extent practicable, the emergency preparedness and response program for hazardous substances as provided in this section shall be consistent with the program for radioactive material, wastes and substances developed by the State Department of Energy and the Oregon Health Authority under ORS chapters 453 and 469.
