(1) The Department of Early Learning and Care, in consultation with the Early Learning Council, shall develop a long-range plan for serving eligible children and their families and shall report to each odd-numbered year regular session of the Legislative Assembly on the funds necessary to implement the long-range plan, including but not limited to programming costs, salary enhancements, infrastructure and other continuous quality improvement costs. The department shall determine the rate of increase in funding for programs necessary each biennium to provide service to all children eligible for the Oregon prekindergarten program.
