(2) The Emergency Board, the Legislative Administration Committee, the Legislative Counsel Committee, the Legislative Policy and Research Committee and the Joint Committee on Ways and Means shall cause sound recordings of its hearings or meetings to be retained or, if not retained, to be delivered to the State Archivist.
