Notwithstanding any other provision of law, the section of State Highway 28A beginning at the intersection of State Highway 66 near the Town of Foyil extending east to the intersection of Interstate 44 in Rogers County shall be designated as the "CSM Junior H. Honeycutt Memorial Highway". The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
