The bridge over Elk Creek on State Highway 9 located approximately one (1) mile west of Hobart in Kiowa County shall be designated as the "WWII Doolittle Raider – Bombardier Sgt. Robert James "R.J." Stephens Memorial Bridge". The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
