For purposes of this act:

1. "Act" means the Psychiatric and Chemical Dependency Facility Certificate of Need Act;

2. "Board" means the State Board of Health;

3. "Commissioner" means the Commissioner of Health; and

4. "Department" means the State Department of Health.
