A. Except as provided by subsection B of this section, all bids shall be sealed and opened only at the time and place mentioned in the bidding documents, and read aloud in the presence of an administrative officer of the awarding public agency. Such bid opening shall be open to the public and to all bidders.
B. The Oklahoma Department of Transportation and the Oklahoma Turnpike Authority shall be exempt from the requirements provided in subsection A of this section, if the agency electronically publishes the bids on the website of the agency.
