Short title - State House of Representatives Redistricting Act of 2021.

A. This act shall be known and may be cited as the "State House of Representatives Redistricting Act of 2021".
B. The Legislature finds and declares that:
1. Title 13, United States Code, Section 141(c) requires the United States Census Bureau to transmit tabulations of population of each state as determined by the Federal Decennial Census by April 1, 2021. The United States Census Bureau failed to meet that deadline, putting the state in the position of using other population data to accomplish redistricting legislation for the Legislature;
2. For a number of reasons, the United States Census Bureau's American Community Survey is the best alternative to the Federal Decennial Census. In particular, the Census Bureau's American Community Survey Five-Year Estimates for the years 2015 to 2019 is the best population data available for legislative redistricting; and
3. The Legislature shall use the Census Bureau's American Community Survey Five-Year Estimates for 2015-2019 to draft redistricting legislation for the Oklahoma State Senate and the Oklahoma House of Representatives.
C. For purposes of the State House of Representatives Redistricting Act of 2021:
1. The total state population based on the Census Bureau's American Community Survey Five-Year Estimates for 2015-2019 is three million nine hundred thirty-two thousand eight hundred seventy (3,932,870) persons;
2. The ideal House district contains thirty-eight thousand nine hundred thirty-nine (38,939) persons; and
3. The descriptions of State House of Representatives districts in Section 3 of this act are based on geographical units defined by the United States Census Bureau and include:
a.counties,
b.tracts,
c.block groups, and
d.blocks.
