§ 517. Penalties. Notwithstanding the provisions of any law to the contrary, except section five hundred sixteen of this article, the failure to comply with a requirement of this article, a rule or regulation promulgated thereunder, or the research agreements entered into by those conducting department authorized research may be punishable by a civil penalty of not more than one thousand dollars for a first violation; not more than five thousand dollars for a second violation within three years; and not more than ten thousand dollars for a third violation and each subsequent violation thereafter, within three years.
