The commissioner shall prepare and distribute to municipalities, and may distribute to other persons, upon request, information relevant to the source separation of solid waste. The commissioner shall provide consultations to assist in the development of programs under this section. Such technical assistance program shall include, but not be limited to:
1. classification of recyclable materials;
2. techniques for home sorting of solid waste;
3. collection systems for separated materials which promote the efficiency of resource recovery facilities;
4. use of compartmentalized sanitation vehicles to maintain collected materials in an uncontaminated condition;
5. identification of appropriate marketing specifications and markets to assist persons who engage in preparing recovered materials for market;
6. education and public information programs which include source reduction and the relationship between solid waste and energy;
7. projections of probable changes in the waste stream due to changes in population, industry and employment in the municipality;
8. model local law or ordinance to implement source separation; and
9. other relevant information for solid waste management.
