§ 1285-f. Program for ultimate disposal of hazardous wastes. 1. The corporation shall immediately begin preparation of a comprehensive program for the ultimate disposal of hazardous wastes which shall include, but not be limited to, technology, siting and marketing and financing of such a program through the use of revenue bonds or other means. Such program shall be in addition to the study mandated by section twelve hundred eighty-five-d of this article. 2. The corporation shall provide to the governor and the legislature a marketing and feasibility study no later than March first, nineteen hundred eighty. Such study shall include findings and recommendations as to available technology, the desirability of regional disposal sites and the feasibility of generating sufficient revenue to amortize bonds which may be issued in connection with the program. To the extent necessary, the study shall be prepared in consultation with experts in the field of public finance. 3. A hazardous waste disposal advisory committee shall be established to advise the corporation on a comprehensive program for the ultimate disposal of hazardous waste. Such advice shall be rendered in connection with the study required by subdivision one of this section.

(a) The committee shall consist of the commissioners, or their designees, of the departments of health, environmental conservation, commerce, the director of the division of the budget, or his designee, and a maximum of five individuals with recognized expertise in the fields of hazardous waste management and technology or public finance. These five individuals shall be appointed by the governor, one of whom the governor shall designate as chairman.

(b) Each member of the hazardous waste disposal advisory committee shall not receive a salary or other compensation, but shall be entitled to reimbursement for actual and necessary expenses incurred in the performance of his or her committee duties.
