A. The "eastern New Mexico water utility authority" is created coextensive with the boundaries of Curry and Roosevelt counties and the territory physically occupied by the water facilities of the authority to plan, design, develop, purchase, acquire, own, operate, establish, construct and maintain the eastern New Mexico rural water system pipelines and wa terworks to supply water for domestic, commercial, non-irrigated agricultural and industrial purposes by any available means to persons within and without the boundaries of the authority.
B. The eastern New Mexico water utility authority is created for the benefit of the four members of the eastern New Mexico rural water authority, including the city of Clovis, the city of Portales, the city of Texico and the town of Elida.
