The practice of counseling persons with alcohol and other substance use disorders, the clinical practice of counseling persons with alcohol and other substance use disorders and the practice of counseling persons with an addictive disorder related to gambling are hereby declared to be learned professions affecting public health, safety and welfare and are subject to regulation to protect the public from the practice of counseling persons with alcohol and other substance use disorders, the clinical practice of counseling persons with alcohol and other substance use disorders and the practice of counseling persons with an addictive disorder related to gambling by unqualified persons and from unprofessional conduct by persons who are licensed or certified to engage in the practice of counseling persons with alcohol and other substance use disorders, licensed to engage in the clinical practice of counseling persons with alcohol and other substance use disorders or certified to engage in the practice of counseling persons with an addictive disorder related to gambling.
